Paris, 42, testified to the US House Ways and Means Committee on Wednesday about the abuse she encountered while staying at a youth facility called Provo when she was a teenager.
In her 2020 YouTube docuseries, This Is Paris, she revealed that she was “bullied” by staff.
“From the moment I woke up until I went to bed, it was all day screaming in my face, yelling at me, continuous torture,” she said.
The reality TV star urged Congress to pass the Stop Institutional Child Abuse Act, which would help support and implement the best practices for the well-being of kids and teens placed in youth programs.
She also pleaded they reauthorize Title TV-B of the Social Security Act, which provides funding for child welfare.
After her congress appearance went viral on social media, fans were shocked after Paris completely changed her voice.
‘THE WAY HER ENERGY CHANGES’
While talking about fashion, she had on her high-pitched voice persona, but when talking about the serious issue at hand, her voice got deep.
One fan wrote on X, formerly Twitter, “The voice change is insane.
“The way her energy changes as well I’m screaming.”
Other users responded quickly, with another writing, “Her facial expression transitioned to serious mode too.”
A third said, “I love her so much she’s so iconic for using the platform the way she does.”
“The second voice is her being serious and assertive and that’s what I love the most about Paris,” someone else wrote.
A fifth stated, “I’m so happy to see how she is happy, doing well and helping others! So proud.”

This isn’t the first time Paris voiced her advocacy for better youth facilities.

Paris Hilton claims she was “tortured” and “bullied” at a Utah boarding school after her parents sent her there in an effort to control her teenage behavior.
Paris claims her parents did not know the treatment she was enduring as staff would reportedly rip up letters and end phone calls, telling students that “no one would believe them.”
“From the moment I woke up until I went to bed, it was all day screaming in my face, yelling at me, continuous torture.”
She claimed: “The staff would say terrible things. They were constantly making me feel bad about myself and bully me. I think it was their goal to break us down.
“And they were physically abusive, hitting and strangling us. They wanted to instill fear in the kids so we’d be too scared to disobey them.”
Paris alleged that the boarding school staff used solitary confinement for up to 20 hours a day.
In October 2021, The Simple Life alum urged President Joe Biden to pass the Accountability for Congregate Care Act into law, which would safeguard care on a national level.
Paris wrote an op-ed about her time at Provo and called for national reform in the Washington Post.
“I wish I could tell you that what I experienced was unique or even rare – but sadly it’s not,” she said in her speech at the event.
“Every day in America, children in congregate care settings are being physically, emotionally, and sexually abused.
“Children are even dying at the hands of those responsible for their care,” Paris said.
It has been estimated that there are over 120,000 youths in some type of facility, and roughly 50,000 of them were placed there by their parents, according to the American Bar Association.
